Kiwa Expands Accreditation for the Construction Products Regulation (CPR)
The German Accreditation Body (DAkkS) has accredited Kiwa as a conformity assessment body (CAB, ISO/IEC 17029) with an expanded scope of services for the environmental sustainability of construction products under the Construction Products Regulation (EU) No. 305/2011, Annex V, Section 3, in conjunction with Delegated Regulations (EU) 2024/2769 and (EU) 2024/3110, Annex 10.
This is a horizontal accreditation that covers all construction products.
With this expansion of its accreditation, Kiwa—or rather, the Kiwa Group—is strengthening its existing service portfolio and offering manufacturers even more comprehensive support in meeting regulatory requirements under the Construction Products Regulation.

The Construction Products Regulation governs the conditions for placing construction products on the EU internal market. It aims to enhance product safety, strengthen consumer protection, and facilitate standardization processes. It places a strong emphasis on environmental and sustainability considerations.

Expansion of Existing Technical Expertise
Kiwa has been conducting testing, inspections, and certifications in the accredited field of products under the Construction Products Regulation for many years and has long been one of the established players in the market. In this context, the Kiwa Group has many notified bodies that cover nearly all product groups.
With the expansion of its accreditation for environmental sustainability (AVS 3+) under the Construction Products Regulation, Kiwa is now specifically expanding this range of services within the European context. To ensure efficient organization, a central unit—similar to the approach used for EPD program operations—has been established, enabling us to support all product manufacturers and Kiwa Notified Bodies.
Certification Program Based on European Requirements
In addition to the relevant European legal frameworks, the extended accreditation includes a certification program that is specifically described and confirmed by DAkkS. This certification program systematically maps the requirements of the aforementioned regulations and EN 15804.
These assessments serve to conduct a targeted conformity assessment of environmental sustainability (AVS 3+) in accordance with the Construction Products Regulation and enable manufacturers to:
- classify regulatory requirements early on and in a structured manner
- prepare for the subsequent conformity assessment efficiently and in a planned manner
What does this mean for manufacturers?
With our expanded accreditation as a conformity assessment body under the European Construction Products Regulation, our customers will benefit in the future from testing, inspection, certification, and validation of environmental sustainability—all bundled under one roof with an experienced partner. At the same time, we are also available to other technical notified bodies. We have well-established processes and a high level of technical expertise to ensure reliable assessment and secure implementation of regulatory requirements.
Regulatory Framework and Deadlines
The new Construction Products Regulation establishes a Europe-wide harmonized framework for the marketing of construction products, in which their performance—both technical and environmental—is presented transparently, comparably, and digitally through CE marking and the declaration of performance and conformity, including environmental characteristics.
- Effective immediately for all harmonized specifications: mandatory for all harmonized construction products—harmonized European standards (hENs), European Technical Assessments (ETAs)
This is an extension of the traditional EPD concept (Environmental Product Declaration, Type III environmental declaration according to ISO 14025). It involves the regulatory further development and application of the EPD framework within the Construction Products Regulation—with additional, mandatory requirements regarding conformity, documentation, and (in the future) digital provision. In short: EPD = data declaration; “validation” = a regulatory conformity assessment based on this data.
